Workforce Innovation and Opportunity Act

Wage reimbursement

Eligible employers may be able to use an approved on-the-job training agreement to recover part of an apprentice’s wages while the apprentice learns the occupation. Reimbursement is commonly up to 50% and may reach 75% in certain circumstances, subject to local approval, eligibility, and available funding.

Tax credits and tuition support

State apprenticeship incentives

Some states offer employer tax credits, tuition assistance, or other incentives for qualified apprenticeship activity. Programs differ by state and may include added support for youth, veterans, people with disabilities, or high-demand occupations.

Training and supportive services

Workforce and apprenticeship funds may help with related instruction, tuition, credential or exam fees, books, tools, uniforms, safety equipment, mentor training, transportation, childcare, or other approved services that support completion.

Earn wages while using approved benefits

Veteran education benefits

Eligible veterans and dependents in an approved apprenticeship or on-the-job training program may receive GI Bill education payments in addition to wages. These benefits generally support the apprentice directly and do not replace employer compensation.

Federal, state, and local grant opportunities may support program design, instruction, recruitment, accessibility, and supportive services. Award cycles, priorities, applicants, and available funds change over time and require separate applications.
